Hints for Fiscal Year-End
The University's fiscal year-end is March 31, 2008. What does that mean to project holders and administrators? Research projects can have special issues that need to be addressed prior to March 31st. In order to ensure the successful and timely accomplishment of obligations to research sponsors, please print and review the year end requirements below.
Should you require assistance with year-end preparations, please contact your Faculty's Research Facilitation Office (RFO).

Research Administration Day
RSO offers continuing education and professional development seminars for university staff throughout the year. Research Administration Day (RAD) is designed for administrators involved with research administration and management at Faculty, department or project level. RAD will be held on May 29, 2008 from 8:30 a.m. to 4:30 p.m. (location TBA). Participants will enhance their understanding of research administration through relevant, practical and interactive presentations from highly engaging speakers and experts on various topics. The purpose of RAD is to promote and support excellence in research administration.
RAD will focus on complexity,diversity and accountability in research administration. Based on comments from past participants, RAD will introduce a middle learning stream to provide three learning levels and depths to administrators: 100, 200 and 400 level sessions. Participants may register in one or more sessions throughout the day. Program details, session descriptions and registration information will be released in early May and made available on the RSO website.

Assignment of Copyright and Waiver of Moral Rights
RSO has identified an increasing number of research funding agreements requiring one or both of (i) the assignment of copyright in works created through the funded research including research reports and other deliverables and (ii) a waiver of moral rights (the right to prevent alteration or change) in those copyright works. The Office of General Counsel has provided RSO with definitions and recommendations to educate researchers about the implications of the assignment of copyright or the waiver of moral rights. It should be noted that neither the University nor RSO recommends that a staff member waive moral rights in any copyright work provided pursuant to a funding agreement.

Early Set-up of Accounts for Tri-Council Awards
RSO is implementing the following procedure for the upcoming spring Tri-Council awards:
- For Tri-Council projects where a preliminary notification of award is provided along with an award budget, and the project requires no certifications or contains no other terms or conditions that need to be met, the research account will be established prior to final notification of award.

Changes to the Eligibility to Apply for and Hold Research Funding Procedure
The Eligibility to Apply for and Hold Research Funding Procedure has been revised to enable the Vice-President (Research) or designate to grant exceptions to the policy. In nearly all cases where a request for exception to the Eligibility to Apply for and Hold Research Funding Policy has been brought to the VP(R), the request has been approved. Since many of these requests are administrative in nature, the VP(R) has agreed that such exceptions should not have to be brought to him on a regular basis. He has, therefore, designated the Director of the Research Services Office to consider these exception requests on his behalf. In unusual cases, the Director may still seek advice or approval from the Vice-President (Research) or the Assistant Vice-President (Research). The updated procedure can be viewed on UAPPOL.

HERO Update
The University of Alberta has initiated a project to implement a technical solution to automate and streamline the business processes to manage the certification of research projects involving human participants. Known as the Human Ethics Research Online (HERO) Project, work has been underway since the summer of 2007. The current project plan includes implementation in two Research Ethics Boards: Health Research Ethics Board (HREB) Biomedical Panel and the Education, Extension & Augustana Research Ethics Board (EEA REB). Implementation will start with the EEA REB in spring 2008.
The HERO team completed the Smart Form (online application form) reviews with major stakeholders on February 8. The project team’s current focus is on alpha completion of system configuration and testing the workflow.

Animal Care & Use Committee for Livestock
The University Veterinarian and the Research Ethics Office have been working with animal care and use committees and animal facilities to streamline and standardize procedures for the review and management of animal care and use protocols across campus. The Animal Care and Use Committee for Livestock has been actively involved in these initiatives. In a parallel process, the Research Ethics Office is leading a project to implement an online application, review and database system for human research ethics applications, which will provide a model for the animal ethics programs. The guiding objective for these initiatives is to improve human ethics and animal certification processes for the researchers while providing better support for the committee members and chairs.
The Department of Agricultural, Food and Nutritional Science has historically provided administrative support for the Faculty’s Animal Policy and Welfare Committee, now the Animal Care and Use Committee for Livestock. To meet the above objectives, the Research Ethics Office, the Department and the Chair of the ACUC have determined that its long-term needs will be best met by centralizing the support and coordination duties for the ACUC with the Research Ethics Office. We are pleased to announce that Ingrid Yukes, Research Ethics Office, is now the coordinator for the committee. Instructional for Biohazards Approval Process
The Biosafety Office has begun to amalgamate links to the documents and services pertinent to biomedical research groups. One of the first items added to the new homepage is a hyperlinked instructional document describing the process for Biohazards Approval (the first bulleted item under Electronic Services Currently Available). The instructional provides step-by-step directions to apply for Biohazards Approval, FAQs to provide more detailed information on when the approval process applies and links to the various forms and cover documents that will be needed for the application process.
In addition, the instructional also describes a new Subsidiary Grant process. If a newly awarded grant follows the exact same experimental plan used with another grant that had previously been issued Biohazards Approval, the Principal Investigator can link the experimental plans of the two grants on a short two-page form and submit the form in place of a copy of the grant application for the new grant. This new process recognizes that one project may have multiple funding sources and will help to expedite the approval process of subsequent grants for a given project. The new process will be particularly helpful for the rapid turnaround of approval for studentships, fellowships and other salary awards.
